Days of AAB-Riinvest: Debate: Composition of the Law on Higher Education in Republic of Kosovo
At the last part of the day, on Tuesday the public debateComposition of the Law on Higher Education in Republic of Kosovo washeld.
Former minister of Education, Science and technology, Rexhep Osmani saidthat this law should also be implemented, not only issued in the paper.
According to Ibrahim Berisha, adviser of President Fatmir Sejdiu forEducational Issues, the defect of the past law wasnt its content, butthe implementation. He said that the law adoption is not the problem,but its implementation in practice.
Another issue that was discussed during the debate was the clarification of the private University status.
The rector of AAB-Riinvest, Uros Lipuscek, said that the presented draftlaw does not correspond with all EU standards.As a private institutionwe do not ask for privileges, but we ask to be treated equally- andthis is not specified by this law- said Mr.Lipuscek.
Moreover, the deputy from the Assembly of Kosovo, Arsim Bajrami, saidthat after 6 six years the law needs to be revised because now it is thepossibility for this law not to be only a political statement but also astrong educational reform pillar. The reform of Higher Education is akey strategy for the economic and strategic development of a country andits an issue with which there shouldnt be experiments, but it has tobe carefully analyzed and studied because every failure of this processis a multidimensional failure and has to be carefully developed-saidBajrami.
Other issues that were raised in this debate were also the establishmentof Mitrovica University, the autonomy of faculties and theliberalization of students enrollment.
